青年海外協力隊事業における、途上国初心者をアジア大洋州中東に重点的に派遣する方式に転換する必要性の考察。およびその実施の際における予想される抵抗勢力の分類。そして、人道的に抵抗勢力の雇用生活や利益面にも配慮しつつも、国家および国民の全体益と健全財政のために、協力隊事業を具体的に改善していくための諸提案。

Concentration of JOCV “beginner" menbers' projects to Asia, Ocean region and Middle east area, and withdrawing from other far area from Japan, are recommended.And anticipation of eight imaginable opposite groups to those transformations was classified.
