The aim of this research is to clarify factors which realize educational gaps between the South and the North inGhana The author, in particular focuses on the situation of the primary education. The author made an analysis of primary education in the North of Ghana in terms of (1) the educational budgetallocation, (2) the historical background of its education, and (3) its social context.It is clear from the analysis that there is a difference between what is prescribed in the educational policy and what is actually implementingwith respect to the primary education of the North in Ghana. The analysis, moreover,shows the trend of the limitation of the budget allocation for primary education in the North of Ghana during these100 years. Finally, the author pointed out mismatches between modern education and social contexts of the commu-nities in the North of Ghana.
