全国47の都道府県を対象に、各自治体が公表する教育振興基本計画に該当する教育計画を収集し、特別支援教育の推進に関連する政策指標を抽出した上でKJ 法により分類を行った。結果から、自治体では、国の第三期教育振興基本計画に位置付けられた測定指標である「個別の教育支援計画・個別の指導計画の作成率」をはじめ、それら以外にも「特別支援学校高等部卒業生の就労率」、「特別支援教育に関する教員研修の実施率や受講率」、「交流及び共同学習の実施率」、「特別支援学校教諭免許状の保有率」等の具体的な数値目標を伴う政策指標を設定している実態が明らかとなった。これらの政策指標は、アウトプットに主眼を置いた政策指標の設定が中心となっており、Evidence-based Policy Making の取組においてロジック・モデルの導入が重視されている現状を踏まえると、真の政策効果を反映する政策目標との関係で政策指標を検討し、設定されるべきと考えられた。また、自治体の取組を充実させるための国の教育振興基本計画における具体的な測定指標の例示や特別支援教育政策分野におけるワイズスペンディングな財政支出に向けた政策研究の更なる充実が期待された。
abstract
Local government policy trends in the field of special education are heavily influenced by government policy. This paper described that each local government has set policy indicators with specific numerical targets, which are the measurement indicators located in the third basic plan for the promotion of education (Examples of measurement indicators provided in the basic plan include: the rate of development of individual educational support plans and individual teaching plans; the employment rate of upper secondary school graduates of special needs schools; the rate of implementation and participation in teacher training on special needs education; the rate of exchange and joint learning; and the rate of possession of special needs school teacher’s licenses.). The procedure for the study was to collect the education plans published by the local governments of the 47 prefectures and categorize them according to the KJ method for the policy indicators related to the promotion of special education in each local government. Since the introduction of logic models is emphasized in Evidence-based Policy Making efforts, it is necessary to examine and set policy indicators in relation to policy goals that reflect true policy effects. Because the main focus of policy indicators is to set output-oriented policy indicators. In addition, the promotion of enhanced efforts by local governments requires the national basic plan for the promotion of education to exemplify practical metrics and to emphasize research in the policy area of special needs education with the aim of achieving Wise Spending.
