abstract | We have started this study by collecting many historical materials, in consideration of delated study level on this field. In this paper, we express our present perspective as a interim report.
It have been said that the agricultural administration was deployed for the landowing classes in the said era, such as organization of systematic agricultural societies 'Keitou Noukai (系統農会)' and industrial associations 'Sangou Kumiai (産業組合)', promotion of new agricultural techniqes, and so on. But we have demonstrated before that those administrations were not benefit to landowing classes always, but were more practically to peasants in cases of innovation by themselves. And, it must be important to study that administrators intended to benefit landowing classes or not. As far as we read our materials, we must insist administrators didn't. We have to say they intended all of small farmers, including peasants, to organize into 'Noukai' and 'Sangyou Kumiai', in order to expand all of national farm products. We think that was expedient way to pit Japanese so small scale farm system against American and European large scale one. |
