企業のノウハウや技術が海外へ意図せず流出することを防止し、適切に保護することは産業の発展・活性化に欠かせない。知的財産権関連の国際取引は主にサービス貿易の一分野として取り扱われており、この取引については1995年に発効したTRIPS協定によってWTO体制下で包括的かつ総合的な知的財産権の保護体制が確立されることになった。

本稿は、知的財産権の国際取引が記録される国際収支表上の特許等使用料収支に注目してその現状と動向を確認し、今後ますます高まるであろう知的財産権取引の重要性を再確認しようとするものである。
abstract
Ideas and knowledge are an increasingly important part of international trade. Most of the value of new and high technology products lies in the amount of invention, innovation, research and design involved. The WTO's TRIPS Agreement is an attempt to narrow the gaps in the way these rights are protected around the world, and to bring them under common international rules.

Today, creators can be given the right to prevent others from using their inventions, designs or other creations - and to use that right to negotiate payment in return for others using them, which will in effect facilitate their international transactions.

This paper confirms the increasing importance of intellectual property rights in international transactions by focusing on royalties and licenses fees account in the balance of payments statistics.
