本論文は、全国でも人口の減少と高齢化が先行して進む島根県の中山間地域の現状を、まず人口面から地域類型ならびに集落単位で分析し、現在島根県の中山間地域が急速な人口・世帯の減少局面を迎えていることを明らかにする。

このような急速な人口・世帯の減少は、中山間地域における主要産業の雇用減少を背景としており、減少の影響は、コミュニティ活動や環境管理等に地域全体に及ぶ構造的なものとなっている。

中山間地域に関しては、社会・産業・環境・行政等多様な研究や政策が展開されている。そうした研究や政策の整理から、地域システム全体を環境・持続指向で再構築する総合マネジメントシステムのフレームづくりの必要性が集約される。

近年、急速に普及・発達しているGIS(地理情報システム)は、こうした分野・地域・時系列を横断する新たな地域マネジメントを支援するツールとして極めて有効であり、インターネットとの連動により地域住民・都市住民も含めた広範な情報共有を実現できる可能性を有している。

This paper aims to make clear how to evolve research frameworks and tools in order to adapt for transition of regional structures in mountainous regions. In resent years, mountainous regions in Japan have seen rapid population decreasing and aging. Mountainous regions in Shimane Prefecture are preceding this population changing process, and as the results structural changes are taking places in community activities and environment. In order to adapt for these transition of regional structures, it is necessary to build new comprehensive management system which can cover a variety of areas and fields in mountainous regions. This new comprehensive management system needs wide-ranged involvement of local people as well as urban people. GIS (Geographic Information System) has recently proved its excellence in information sharing function, which is considered to be a very important tool for new comprehensive management system in mountainous regions.
