Abstract
Through the investigation of individuals who received the title of Emishi Shaku and the significance of its creation, this study clarified the following two points:
(1) The title of Emishi Shaku was given during the gentle subjugation of the residents of the village of Emishi, who were not organized through family registration and whom the Japanese government did not understand clearly.
(2) The Japanese nation, under the Ritsuryo codes of the time, sought further cooperation from the already cooperative Emishi people with the goal of expanding its territory into the Tohoku region. However, because the government did not have a clear understanding of these people, they could not be given Ritsuryo system titles, and Emishi Shaku was created for this purpose.
