Abstract
This paper aimed to analyze the present phase of "Social Service by universities". On analysis, we used the Evaluation Report in Education Service to Public edited by National Institution for Academic Degrees and University Evaluation in 2000.

The results of study are as follows.

(1) According to which aspect to weigh, the concepts of "Social Service by Universities" are classified into three types;

(a) continuing professional education drawn by the medical colleges, the teachers colleges, the colleges of technology and the agricultural colleges, (b) diffusion of the advanced knowledge drawn by the research universities, (c) community development drawn by local universities.

(2) The most popular activities that many universities offer are (a) special student system, (b) extension course of lectures, and (c) opening facilities to the public. There are not difference from three type of objects.

(3) Many problems of current "Social Service by universities" attribute to the lack of system which involves all resources within campus and connects them to community need. But it seems that the existing centers for lifelong learning might not contribute to solve serious situation.
