The curriculum of the kindergarten already acquired reputations as "New style American kindergarten" at Meiji era. By examining the addresses held by Shinaji Kusunoki (1870-unknown), educational inspector of Osaka City Hall, and by examining the contents of the letter sent from Osaka City Hall to the kindergarten, and the letter sent from Shinaji Kusunoki to the director of the kindergarten,Kurako Zusho, this research reveals the reason of Osaka's attention on the kindergarten.

From the letter sent by Osaka City Hall, The reason for the reference to the kindergarten that they were looking for new curriculum was founded. After giving the speech which refer to the Hiroshima Jogakkou Kindergarten, Kusunoki went to the kindergarten actually, and borrowed two notes of curriculums. Though, in 1909, Kusunoki and Osaka city hall has intense curiosity on the curriculum of the kindergarten, no rule for kindergarten in Osaka city was revised.
