The authors introduced WebCT, an on-line Course Management System in 2002, and have employed WebCT to offer 14 economics courses in the past 11 years. This system served as a supplement to the traditional on-campus, face-to-face lecture. However, instructors in Japan receive no organized support in launching e-learning courses.  

The purpose of this paper is to summarize how to promote students’ learning outside the classroom supported by WebCT. It is most important to design course materials for students’ learning outside the classroom, which are used for their preparation or review, in close relationship with face-to-face lectures. As a result of this practice, the ratio of assignment submissions increased, and in turn students’ scores and their satisfaction improved remarkably.
