本研究では、高等学校における通級による指導実施のための特別支援教育体制整備状況を明らかにするため、通級による指導を実施する高等学校を有する各都道府県および政令指定都市教育委員会に対して質問紙調査を行った。結果として、「実施してよかった」と感じる成果については、教員の意識変容、対象生徒の変容、指導及び支援の個別性向上等が挙げられた。現状の課題については、担当教員等の専門性向上をはじめとする教員に関する事項、校内体制等の枠組みに関する事項、教員や教材等の予算に関する事項が挙げられた。また、高等学校における通級による指導を実施するための教員の専門性については、発達障害に関する知識・指導力、特別支援教育に関する知識・指導力、自立活動に関する知識・理解・指導力が求められていることが明らかになった。
abstract
This study surveyed boards of education of prefectures and designated cities with high school providing special needs services in resource rooms to ascertain the extent to which special needs education was providing learning assistance in high school.
Survey results indicated that a change in teachers’ attitudes, a change in students with special needs, and more tailored instruction and assistance were evident. Current issues special needs services in resource rooms in high schools with include aspects related to teachers (such as enhanced expertise of teachers providing learning assistance), aspects related to frameworks( such as school systems), and aspects related to budgets for teachers and educational materials.
Moreover, results revealed that providing special needs services in resource rooms in high school requires teacher expertise. This means an understanding of developmental disabilities and the ability to assist disabled students, knowledge of and leadership in special needs education, and knowledge of and leadership in efforts to foster the independence of disabled students.
